Consultation on the Replenishment of IFAD's Resources
Article 4.3 of the Agreement Establishing IFAD provides that “in order to assure continuity in the operations of the Fund, the Governing Council shall periodically, at such intervals as it deems appropriate, review the adequacy of the resources available to the Fund ....”, the Fund holds consultations on the review of its resources whenever the Governing Council deems necessary.
The Consultations on the various Replenishments are normally composed of Representatives from List A, List B and List C Member States as decided by the Governing Council at the establishment of the Replenishment. These compositions are established by the Governing Council. The Representatives invited to participate in these Consultation Sessions are the Governors, however they may designate others to represent them.
Upon conclusion, the Consultation submits a report – the replenishment report - on the results of its deliberation, and any recommendations, to the Governing Council, with a view to adopting such resolutions as may be appropriate.
IFAD13
On 15 February 2023, IFAD’s 46th Governing Council approved the Establishment of the Consultation on the Thirteenth Replenishment of IFAD’s Resources (IFAD13). In order to ensure that IFAD13 enters into effect by 1 January 2025, it was recommended that the IFAD13 Consultation sessions be held in 2023 and that the Consultation’s recommendations be reported to the forty-seventh session of the Governing Council in 2024.
For IFAD13, the Governing Council determined that the Consultation shall be composed of 57 countries: 25 List A Member States, 10 List B Member States, 22 List C Member States. List A Members not designated as one of the 25 Members of the Consultation from that List shall be authorized to attend the sessions of the Consultation as silent observers. The Consultation may also subsequently invite such other Member States to participate in sessions of the Consultation as may facilitate its deliberations.
A salle d’écoute will be available for additional representatives from other Member States wishing to follow the discussions of the Consultation session.

Roadmap following Summit for a New Global Financial Pact: By the World Bank and International Monetary Fund’s Annual Meetings, “All donor countries are encouraged to contribute to ensuring an adequate level of concessional resources in development operations by committing further, in particular through the upcoming 21st replenishment of the International Development Association, Green Climate Fund’s 2nd replenishment, 14th replenishment of the Asian Development Fund and International Fund for Agricultural Development’s 13th replenishment, as well as through the African Development Fund’s leveraging scheme and subsidy contributions to reach the agreed 2021 fundraising target of the IMF’s Poverty Reduction and Growth Trust.”
