The Office of the Secretary invites Member State Representatives to complete the 2010-11 Client Survey to help improve the quality of its services. The survey will be accessible as of Monday 13 December 2010 to Monday 28 February 2011 on the following link: http://www.surveymonkey.com/s/9QLWMVV Responses from all Member State Representatives as well as from observers shall be most welcome. The data collected will be used to compile performance indicators as part of the results-based management process. The Office of the Secretary would greatly appreciate your cooperation in completing this Survey.

With the aim of broadening opportunities for silent observers’ attendance at Executive Board proceedings for Member States that are not Board representatives the following arrangements are implemented as of the 101st session of the Executive Board: 1) A single representative from each of the five regions covered by IFAD’s operations (West and Central Africa, East and Southern Africa, Near East and North Africa, Asia and the Pacific, and Latin America and the Caribbean) shall be allowed to attend sessions of the Executive Board as silent observers for items pertaining to country strategic opportunities programmes, project and programme proposals, and grant proposals for consideration. The names of said representatives shall be communicated by the Convenors to the President. Convenors are kindly reminded that such communications should be channelled through the Office of the Secretary at
mrp@ifad.org; 2) Those Member States wishing to attend Executive Board sessions shall be allowed to follow the Board’s proceedings via closed circuit television in the salle d’écoute, limited to one representative per Member State. In order to facilitate the necessary arrangements, Representatives of those Member States wishing to avail themselves of this arrangement are requested to inform the Office of the Secretary of their intention.

Delegates are informed that security badges issued by FAO and WFP can be used to access IFAD headquarters in alternative to an IFAD badge.
At the moment, the badge readers operating the turnstiles at the main entrances of IFAD are not set up to accept WFP and FAO security badges. However, delegates holding such badges can enter through any of the entrances of the IFAD headquarters building after displaying their WFP or FAO security badge to the security guards. The guards have been instructed accordingly.
In December 2010 and January 2011, the gate to the Main Guard House situated at the main entrance in via Paolo di Dono, 44, will remain closed owing to construction of a roundabout in front of the gate. During this period, delegates are invited to access the building through the gate situated at via Paolo di Dono, 38, which is located a few metres away from the gate at number 44. Security guards will direct delegates, staff members and visitors through an internal passage to the Main Guard House, where they will go through IFAD access control procedures. Holders of IFAD badges can also use the turnstiles located at secondary entrances in via Paolo di Dono, 84 and 90.
Delegates who wish to have an IFAD badge are invited to contact the Office of Member Relations well in advance of the EB.
